The Applicant/Claimant seeks permission to appeal the Order Lord Chief Justice and Swift J, sitting as High Court Judges, dated 14 April 2021, refusing permission to apply for judicial review on Ground 1 and dismissing the claim for judicial review on the remaining grounds.

The Applicant/Claimant challenges Order submitting that there was a breach of his Article 14 ECHR rights.

Background:

In June 2018 the claimant was released from prison on licence pursuant to the provisions of Chapter 6 of Part 12 of the Criminal Justice Act 2003.  In December 2019 the Secretary of State for Justice varied the conditions contained in that licence.  The claimant’s case is that the decision to vary the licence conditions was unlawful.
