Lady Chief Justice’s Report 2024 – 2025 / Adroddiad yr Arglwyddes Brif Ustus 2024 – 2025
Baroness Carr of Walton-on-the-Hill has today (Wednesday 12 November 2025) laid before Parliament her annual report as Lady Chief Justice of England and Wales.
In her foreword, the Lady Chief Justice said: “This is my second annual report, charting the work of the judiciary from October 2024 to September 2025.
“Its publication will follow my second anniversary in the role – an apt time to reflect on what I have learned and on what has been undertaken in this period.
“It provides an opportunity to increase transparency about and understanding of the work of the judiciary. This year’s report also includes information about how the courts and tribunals operate, and on the governance of the judiciary.”
The over-arching theme of her report is how this has been a period of change, both within the judiciary and more widely, with a focus on reforming the criminal justice system, consultations to ensure the magistracy is fit for the future, and work to improve access to civil justice, amongst other projects.

Adroddiad yr Arglwyddes Brif Ustus 2024 – 2025
Mae’r Farwnes Carr o Walton-on-the-Hill wedi cyflwyno ei hadroddiad blynyddol fel Arglwyddes Brif Ustus Cymru a Lloegr gerbron Senedd y DU heddiw (dydd Mercher, 12 Tachwedd 2025).
Yn ei rhagair, dywedodd yr Arglwyddes Brif Ustus: “Dyma fy ail adroddiad blynyddol, yn dilyn gwaith y farnwriaeth o Hydref 2024 – Medi 2025.
“Bydd yn cael ei gyhoeddi yn dilyn fy ail flwyddyn yn y swydd – amser priodol i adlewyrchu ar yr hyn rwyf wedi’i ddysgu a beth sydd wedi cael ei gyflawni yn y cyfnod hwn.
“Mae’n rhoi cyfle i gynyddu tryloywder a dealltwriaeth am waith y farnwriaeth. Mae’r adroddiad eleni hefyd yn cynnwys gwybodaeth am sut mae’r llysoedd a’r tribiwnlysoedd yn gweithio, ac ar reolaeth y farnwriaeth.”
Thema trosfwaol ei hadroddiad yw sut mae hwn wedi bod yn gyfnod o newid, o fewn y farnwriaeth ac yn fwy eang gyda ffocws ar ddiwygio’r system gyfiawnder troseddol, ymgynghoriadau i sicrhau bod y farnwriaeth yn addas ar gyfer y dyfodol, a gweithio i wella mynediad i gyfiawnder sifil, ymysg prosiectau eraill.
