IT IS HEREBY ORDERED THAT:
Permission
- The time for the Defendant to file and serve an acknowledgement of service and any summary grounds of defence be 7 days from the date of this order.
- The papers are to be put before a Judge for the consideration of permission and the application for expedition within 14 days of this order.
Anonymity - Pursuant to CPR r. 39.2(4) and, there shall not be disclosed in any report of the proceedings the names of the Claimant and her family members, or any details leading to their identification; and the Claimant and her family members, if referred to, shall only be referred to as ‘AB’, ‘CD’, and ‘EF’ respectively.
- Pursuant to CPR r. 5.4C, a person who is not party to the proceedings may obtain a copy of a statement of case, judgment or order from the court records only if the statement of case, judgment or order has been anonymised such that: (a) the Claimant and her family members are referred to in those documents only as ‘AB’, CD, and ‘EF’; and (b) any reference to the names of the Claimant and her family members are deleted from these documents.
- Pursuant to s.11 Contempt of Court Act 1981, there must be no publication of the identity of the Claimant and her family members, or of any details leading to their identification in any report of, or otherwise in connection with, these proceedings.

Reasons
- The applications for permission, interim relief, anonymity and expedition were provided to me for determination on 12th February 2026. The claim form was issued on 12th December 2025. I have not been provided with an acknowledgement of service which is now out of time. I note the Claimant submits she and her children are living in unsuitable accommodation and that therefore the claim is urgent. However, the Court needs the input of the Defendant to determine this application for judicial review and interim relief fairly. I have therefore given the Defendant a further seven days to file an acknowledgement of service.
