  3. Order pursuant to CPR 5.4C that a non-party may not inspect or obtain a copy of any document from the court file without the permission of a judge.

    REASONS
    I have balanced the right to privacy of the Respondent against the right of freedom of expression and the public interest in open justice. It is necessary and proportionate to grant anonymity to the Respondent. Although it is not decisive, the Upper Tribunal did so in the decision from which this appeal is brought.
