Order

UPON THE COURT considering the Defendant’s application dated 9 January 2026 and the Claimant’s application for expedition and anonymity dated 29 October 2025

IT IS ORDERED THAT:

  1. Anonymity is granted and the Claimant will be known as “FEA”.
  2. These proceedings are proceedings in which a closed material application may be made to the Court in accordance with section 6 of the Justice and Security Act 2013.
  3. The Defendant has permission pursuant to section 8 of the Justice and Security Act 2013 and rule 82.13 of the CPR not to disclose the sensitive material which is the subject of the application other than to the court and any person appointed as Special Advocate.
  4. Time for service of written notice pursuant to rule 82.21(1)(a) of the CPR be abridged to 3 days.
  5. The Defendant has permission to rely on CLOSED Summary Grounds of Defence and is directed to file CLOSED Summary Grounds within 7 days of this Order.
  6. The Defendant to serve an Acknowledgment of Service and OPEN summary grounds at the same time as CLOSED Summary Grounds and is given an extension of time in this regard.
  7. Any Reply to the OPEN Summary Grounds is to be served within 7 days of service of them on the Claimant’s representatives.
  8. The application for permission to apply for judicial review is to be considered by a High Court Judge on an urgent basis on the papers following the completion of the procedural steps in 5-7 above.
  9. Costs in the Case.
