UPON the Court considering the papers lodged by the Claimant
IT IS ORDERED THAT:
- The Claimant’s applications for expedition and anonymity are granted.
- The identity of the Claimant as a party to these proceedings is protected and shall not be published.
- Pursuant to CPR Rule 39.2(4), there shall not be disclosed in any report of these proceedings, or other publication, the name or address of the Claimant, the Claimant’s Litigation Friend, or any details that could lead to the Claimant’s identification. The Claimant shall be known as HYB and the Litigation Friend as HON.
- Pursuant to CPR Rule 5.4C and 5.4D:
(a) A person who is not party to the proceedings may not obtain a copy of a statement of case, judgment or order from the Court records unless the statement of case, judgment or order has been anonymised in accordance with paragraph 3 above; and
(b) If a person who is not party to the proceedings applies for permission to inspect or obtain a copy of any other document or communication, such application shall be on at least 7 days’ notice to the parties. - HON is appointed as the Claimant’s litigation friend.
- The Defendant’s Acknowledgement of Service and any summary grounds for resisting the claim shall be filed and served by 4pm on Friday 17 April 2026.
- Any Reply from the Claimant (CPR 54.8A) must be filed and served by Wednesday 22 April 2026.
- The papers are to be referred to a Judge or Deputy Judge for a decision whether to grant permission to apply for judicial review as soon as possible thereafter.
- The parties shall have liberty to apply to vary or set aside this order on two working days’ notice to the other parties.
