Order

BEFORE Jonathan Glasson KC sitting as a Deputy Judge of the High Court at the Royal Courts of Justice on 13 January 2026.

UPON hearing from the Claimant in person and from counsel for both Defendants.

AND UPON the Claimant renewing their application for permission to bring a claim for judicial review against both Defendants.

AND UPON the Claimant making an application for anonymity, which was not opposed by either Defendant

AND UPON the Court inviting any representations from members of the press but there being none present

AND UPON the Court being satisfied that granting anonymity was an appropriate and proportionate interference with the principle of open justice, pursuant to Civil Procedure Rule 39.2 and section 11 of the Contempt of Court Act 1981.

IT IS ORDERED THAT:

  1. Pursuant to CPR 39.2(4) and/or the Court’s inherent jurisdiction and/or s. 6 of the Human Rights Act 1998:
    i) the Claimant’s name is to be withheld from the public and must not be disclosed in any proceedings in public; and
    ii) the Claimant is to be referred to orally and in writing as JF.
  2. Pursuant to s. 11 of the Contempt of Court Act 1981, there must be no publication of the identity of the Claimant or of any matter likely to lead to the identification of the Claimant in any report of, or otherwise in connection with, these proceedings.
  3. Any person wishing to vary or discharge paragraphs 1 and 2 this Order must make an application, served on all parties.
  4. The Claimant’s renewed application for permission to bring this claim is refused.
  5. The Claimant shall pay the First Defendant’s reasonable costs of preparing the Acknowledgement of Service and Summary Grounds, summarily assessed in the sum of £2,500.
  6. The Claimant shall pay the Second Defendant’s reasonable costs of preparing the Acknowledgement of Service responding to this claim summarily assessed in the sum of £500.
