Reasons

1. The Defendant has at present made a reasonable grounds decision. Until the final decision is made it is unclear how long it will be before he can be removed. This application for urgent consideration is premature.
2. I have made an order to protect the identity of the Claimant based on the limited information before me. It can be reconsidered if appropriate in the future.
