Anonymity order

UPON an application made by notice dated 20 July 2026 (“the Application”) by the National Crime Agency (“the NCA”) for an Anonymity Order under Rule 39.2(4) of the Civil Procedure Rules 1998 (“the CPR”)

AND UPON the NCA giving notice in the Application of its intention to rely upon a witness statement titled Statement 1 from an Officer of the International Criminal Court (“the Witness”) in support of intended proceedings for civil recovery under Section 243 of the Proceeds of Crime Act 2002 in relation to UK properties owned by the Respondents (“the Civil Recovery Proceedings”);

AND UPON consideration of the Application without an oral hearing and without notice to the Respondents

IT IS ORDERED THAT

  1. Pursuant to Rule 39.2(4) of the CPR:
    a) the identity of the Witness shall not be disclosed, such non-disclosure being necessary to secure the proper administration of justice and to protect the interests of the Witness;
    b) in furtherance of sub-paragraph (a) above, the Application shall not be served on the Respondents;
    c) the Witness shall only be identified in the Civil Recovery Proceedings (including in the witness statement titled Statement 1) using the cipher “ICC Officer XYZ”; and
    d) the true identity of the Witness shall not be publicised in any reporting relating to the Civil Recovery Proceedings, including reporting relating to this Anonymity Order and any other interlocutory applications.
  2. Pursuant to Rule 39.2(5) of the CPR, this Anonymity Order shall be published on the website of the Judiciary of England and Wales.
  3. The costs of and occasioned by the Application are reserved.
