UPON the Claimant having filed a judicial review claim on 30th June 2025

AND UPON the Claimant and the Defendant having agreed to a stay of these proceedings pending resolution of the issue of permission to apply for judicial review in claim no

AND UPON perusing the court file in this matter and in claim no AC-2025-BHM-000009

IT IS ORDERED that:

  1. Pursuant to CPR 39.2(4) and/or the Court’s inherent jurisdiction and/or s. 6 of the Human Rights Act 1998:
    a) the Claimant’s name is to be withheld from the public and must not be disclosed in any proceedings in public; and
    b) the Claimant is to be referred to orally and in writing as TSZ.
  2. Pursuant to s. 11 of the Contempt of Court Act 1981, there must be no publication of the identity of the Claimant or of any matter likely to lead to the identification of the Claimant in any report of, or otherwise in connection with, these proceedings.
  3. Pursuant to CPR 5.4C(4):
    a) the parties must within 7 days file a redacted copy of any statement of case filed, omitting the name, address and any other information likely to lead to the identification of the Claimant;
    b) if any statement of case subsequently filed includes information likely to lead to the identification of the Claimant, a redacted copy omitting that information must be filed at the same time;
    c) unless the Court grants permission under CPR 5.4C(6), no non-party many obtain a copy of any unredacted statement of case.
  4. Any person wishing to vary or discharge this Order must make an application, served on each party.
  5. The claim is stayed to the conclusion of the hearing in claim no AC-2025-BHM-000009 on 18th July 2025.
  6. The court will make further directions as to the conduct of this claim on 18th July 2025.
  7. No order as to costs.

To the extent that it departs from the terms of the consent order proposed by the parties this order has been made without a hearing. Any party affected by this order may apply within 7 days of the service of this order on that party to have it set aside, varied, or stayed.

Reasons

I am satisfied that anonymisation of the name of the Claimant is appropriate in the interests of justice in this case in light of the Claimant’s personal circumstances and the information about her which would be disclosed in the proceedings and in light of her anonymisation in claim no AC-2005-BHM-000009.

I am satisfied that a stay pending the forthcoming hearing in claim no AC-2025-BHM-000009 is appropriate given the imminence of that hearing. It is appropriate for further directions to be given in this matter at that hearing.
