Judicial Diversity and Inclusion Strategy 2026-30

The Judicial Diversity and Inclusion (D&I) Strategy 2026–2030 was published in January 2026. It sets out the ambition, aims and objectives for the judiciary over the next five years.

The intention is that setting these objectives, and undertaking the actions contained within them, will lead to meaningful and positive change to the representation and experience of under‑represented groups within the judiciary. This strategy builds on the foundations of the 2020–2025 strategy and incorporates evidence‑led focus areas identified through judicial diversity data and the Judicial Attitude Survey. 

The strategy has three core objectives:

  1. Every judicial office holder fosters an inclusive working environment where everyone is treated with dignity and respect.
  2. The judiciary will promote greater diversity within the applicant pool for judicial office, including by engaging with under‑represented groups.
  3. The judiciary will support diversity through the development of the career potential of all salaried and fee‑paid judges.

The strategy identifies a number of focus areas, reviewed annually, to ensure resource is directed where the evidence shows the greatest need. The current focus areas include:

  • Increasing the percentage of black judges, which has remained at 1% for a decade
  • Improving the provision of reasonable adjustments for disabled judicial office holders
  • Expanding diversity in the applicant pool for the High Court and above

Progress made against the strategy will be tracked and reported annually, with updates on each focus area published on the judiciary.uk website.
