By appellant’s notice filed on 4 July 2023, the appellant challenges the decision of Test Valley Borough Council to grant planning permission for, primarily, a “district network operator” substation compound. Planning permission had been granted on the basis that it was necessary to connect the “solar park” (on which planning permission had been granted in 2017) to the electrical grid. The 2017 planning permission had been implements (“begun”) but not built out.
