The applicant challenged the SSHD’s arrangements, at an all-female Immigration Removal Centre, by which almost all legal aid provision has been delivered remoteley, principally by telephone.

Permission to apply for judicial review was granted on the papers. Following the substantive hearing, the judge accepted the arrangements may be ‘less effective’ for the highly vulnerable detainees but that they were adequate because video-conference facilities were ‘comparable to an in-person meeting’ and telephone was ‘an adequate means of communication for most people’.
