The President of the Upper Tribunal, Administrative Appeals Chamber, The Honourable Dame Heather Williams, in exercise of the powers delegated to her by The Senior President of Tribunals, The Right Honourable Sir Keith Lindblom, has appointed Leighton Hughes to be a Resident Judge of the First-tier Tribunal.
He has been assigned to the Immigration and Asylum Chamber with effect from 3 July 2025.
Background Information
Leighton Hughes will be known as Resident Judge Hughes. He was called to the Bar (Inner Temple) in 1989. He was appointed as a Fee-paid Judge of the First-tier Tribunal, Social Entitlement Chamber, in 2007. In 2020, he was appointed as a Salaried Judge of the First-tier Tribunal, Immigration and Asylum Chamber. He was also appointed as a Deputy Upper Tribunal Judge, assigned to the Immigration and Asylum Chamber, in 2024.
