Following his nomination by the Lady Chief Justice, The Senior President of Tribunals, Lord Justice Dingemans, has appointed Mr Justice Timothy Mould to serve as President of the Upper Tribunal, Lands Chamber. This appointment takes effect from 1 August 2026.

Mr Justice Timothy Mould practised at the Bar for over 30 years, specialising in planning, local government and property law, with particular expertise in land compensation, rating and valuation. He appeared extensively before the Lands Tribunal and the Upper Tribunal (Lands Chamber), including in leading cases at appellate level up to the Supreme Court. He took silk in 2006 and was previously Junior Counsel to the Inland Revenue on Rating and Valuation.

His practice included major infrastructure and compensation work, notably in relation to HS2, Crossrail and the London 2012 Olympic Games, alongside a wide range of compulsory purchase and real property matters. He was also a long-standing editor of the Rating and Local Taxation Encyclopedia.

He has held senior leadership roles, including as joint Head of Landmark Chambers, and served as lead counsel to the Department for Transport on HS2. Since his appointment to the High Court, he has served as Planning Liaison Judge.
