Specialist Civil Circuit Judge Appointment: Carter
The Lady Chief Justice of England and Wales, the Right Honourable The Baroness Carr Of Walton-On-The-Hill has appointed His Honour Judge Carter to be a Specialist Civil Circuit Judge based at Leeds Business & Property Court, with effect from 15 September 2025.
Richard Carter will continue to be known as His Honour Judge Carter. He was called to the bar in 1990. He was appointed as a Deputy District Judge in 2013, and as a District Judge in 2020. In 2022, he was appointed as a Circuit Judge.
