President of the Gender Recognition Panel

Upper Tribunal Judge Paula Gray, has been appointed as President of the Gender Recognition Panel from 1st November 2019.

Her appointment was made by the Lord Chancellor, The Right Honourable Robert Buckland QC MP.

Biography

Judge Gray was called to the Bar in in 1980 by the Inner Temple. She was appointed as a Chairman of the Child Support Appeal Tribunal in 1993 and the Social Security Appeal Tribunal in 1996. She was then appointed as a District Chairman of the Appeal Tribunals in 2003, and as a Regional Chairman of the Appeals Tribunals in 2008, a role which transferred, under the Tribunals Courts and Enforcement Act 2008, to a Regional Judge of the Social Entitlement Chamber of the First-tier Tribunal.  In 2012 she was appointed an Upper Tribunal Judge of the Administrative Appeals Chamber, a position she continues to hold.

Judge Gray was appointed as a legal member of the Gender Recognition Panel in 2005 and became its Deputy President in 2009.
