District Judge Richard James retires from the District Bench with effect from 1 April 2020. Notes to editors District Judge James (69) was admitted as a Solicitor in 1978. He was appointed a Deputy District Judge in 1997 and a District Judge in 2000. He was appointed Regional Costs Judge in 2006.
